The purpose of the R2CITIES project is to develop and demonstrate replicable strategies for designing, constructing and managing large scale district renovation projects for achieving nearly zero energy cities. These results will open the way for new refurbishments on a European scale within the framework of new urban energy planning strategies.

Project has been implemented in Valladolid/Spain, Genoa/Italy and Kartal/Turkey synchronically. Three demo sites will be addressed for demonstrating the framework and associated impacts by developing real cases going beyond current market standards but ensuring the replicability of the concepts deployed. R2CITIES makes a difference from current state of the art, as it will be far away from current expensive and stand alone pilots that have failed into reaching the market. The very ambitious renovation plan of three residential districts, will involve more than 57.000 m2, more than 850 dwellings and more than 1500 users, with a potential of energy consumption reduction close to 60%.

R2CITIES contributes to the definition of methodologies for zero buildings and districts. R2CITIES will achieve the following average reductions in the three demonstrator cases;

  • Heating and Cooling: 75 %
  • Lighting: 50 %
  • Water Heating: 50 %
  • Advanced ICTs (design + control): 15 %

Considering RES contribution and savings related to building controls, this will lead to an overall reduction of energy consumption of 76%, or savings per site:

  • Valladolid: 2478 MWh/year saving and 635 Tonnes CO2 reduction per year
  • Genoa: 1691 MWh/year saving and 395 Tonnes CO2 reduction per year
  • Kartal (Istanbul): 3009 MWh/year saving and 847 Tonnes CO2 reduction per year

Within the scope of the Project, Yakacık Nursing Home and two residential blocks were renovated in Kartal. The project aimed to retrofit a residential district with efficient strategie. Passive design strategies, heating & cooling sources and integration of renewables for building envelope has been implemented. Insulation, HVAC, Solar Collectors, LED elements, automation systems, grey water system has been used according to technical and economic assesments and scenarios to achive 63% energy efficiency.

R2CITIES project has been done on Building Information Modelling platform and site activities implemented according to BIM model which made significant impacts on time, costs and quality.


MySMARTLife project aims at making the three Lighthouse Cities of Nantes, Hamburg and Helsinki more environmental friendly by reducing the CO2 emissions of cities and increasing the use of renewable energy sources.

Activities are focusing on "Inclusive Cities", offering a high quality of life to residents. "Smart People" are playing a vital role in their city’s development. "Smart Economy" is an innovative and dynamic economic concept aiming at guaranteed employment and an adequate income, attracting talents and providing goods and services according to the actual requirements.

Under the project 3 lighthouse cities, 3 follower cities, 27 partners from 6 countries have been participated.

Key activities are planned and will be carried out in the three Lighthouse Cities Nantes (France), Hamburg (Germany) and Helsinki (Finland).

Three Follower Cities, Bydgoszcz (Poland), Rijeka (Croatia) and Palencia (Spain) and 27 partner cities will directly learn from these experiences and set up their own urban transformation plans. In addition, cities from Europe and beyond are invited to exchange experiences and learn directly from the mySMARTLife findings and results by joining the mySMARTLife Cities Network.

With mySMARTLife, we aim at:

  • Making sustainable cities with smart people and smart economy a reality.
  • Creating more environmentally friendly cities.
  • Reducing CO2 emissions in cities.
  • Using renewable energy sources in cities.
  • Involving citizens in the transformation process of cities.
  • Increasing the level of digitalisation of the cities.
  • Implementing more than 150 actions in the areas of energy, mobility and ICT in the three Lighthouse Cities of Nantes, Hamburg and Helsinki.
  • Sharing our experiences – with cities in Europe and beyond.


CIRC-PACK (Towards circular economy in the plastic packaging value chain) is a three-year EU-funded project that aims to develop a more sustainable, efficient, competitive, less fossil fuel dependent, integrated and interconnected plastic value chain.

To this end, the consortium will work in the following three areas with three demo cases:

  • Decoupling the chain from fossil feedstock;
  • Introducing innovative formats and reducing the negative environmental impact of plastic packaging; and
  • Creating an effective after-use plastics economy.

Finally, a multi-sectorial approach along the plastic packaging value chain will be applied, which will have critical impacts also in other value chains (automotive and absorbents), increasing the typology of materials, valuable sub-products and the amount of recycled materials used.

All CIRC-PACK activities will be supported by non-technological and advanced methodological analysis in order to facilitate the transition from the current linear plastic packaging value chain to circular economy principles, which will trigger a broad deployment of the tested solutions.

In addition, awareness raising activities targeting consumers and related stakeholders will boost an enabling regulatory environment, the replicability of developed solutions and the adoption of new business models. In addition, cities from Europe and beyond are invited to exchange experiences and learn directly from the mySMARTLife findings and results by joining the mySMARTLife Cities Network.

The CIRC-PACK project is in line with the objectives of the platform representing Plastics Recyclers Europe and the PPP Bio-based Industries, as well as with European Commission´s challenges regarding a better management of waste, expecting an increase of the collecting rate up to 48% and a reduction of landfilling rate up to 15% by 2020.

The CIRC-PACK consortium comprises 22 partners from across the plastic packaging value chain:

Plastic suppliers, converters, retailers, waste recovery managers from the public and the private sector, research organisations and non-profit organisations. The partners come from six countries across Europe: Croatia, France, Germany, Italy, Spain, the Netherlands and Turkey.

Together the partners are developing more sustainable, re-usable forms of plastic packaging, while supporting the market uptake of these solutions. The objective is to promote a transition to a circular economy; one which contributes to European Union waste management and recycling targets by 2030.


Kartal Municipality started out with the discourse of “a nursery for every district” in 2009 in order to help the women with children to continue business life and to ensure that their children benefit from qualified and safe education services. The number of child development centers of the municipality in 2019 has reached 15 and the number of students between the ages of 3-6 has reached 950. The trainings are child-centered and encourage children to plan, implement, organizing, questioning, researching, producing and developing creativity during the learning process. The trainings are carried out by supporting children's language development, cognitive, social-emotional development and self-care skills.

Mevhibe İnönü Children Development Center, which is the first and only one among the child development centers in Turkey, was designed for the health and safety of allergic children especially on May 19, 2018. In this child development center, all information of allergic children who have special sensitivity about nutrition and their environment is recorded and the children enrolled to the center are treated considering this information. In the center; ventilation filters, interior design of classes, special diet dishes and plants planted in the garden are designed to suit the health of allergic children. There are also expert medical personnel and necessary equipment for sudden and severe allergic shocks. As allergy is an external reflection of psychological traumas, allergic children is supported by psychologists who are experts in this field in the allergic child development center,


Stage-1 (part of Kordonboyu District) and Stage-2 (part of Yukarı and Petroliş Districts) which is covering an area of approximately 14 hectare, has been declared as a risky area with the decision of the Council of Ministers dated 28 October 2013 and numbered 28793. Ministry of Environment and Urbanization authorized Kartal Municipality for the works and processes to be carried out -except for the approval of the plan- with the letter of the dated 18 November 2013 and numbered 7490

“Kartal West Center Project Conciliation Process ” was tendered on 10 January 2014 within the scope of the Kartal West Center Project. Works of “The Process of Conciliation with the Right Holders” and “Revision of Master Plan Proposals” is uncompleted among the other works in the project. The rate of completion of the process -that is sum of 8 titles- is 82% of the project.

Targets of Kartal West Center Project; to reduce building risk, to create value and public space, to increase accessibility to the center, to ease transportation and to bring the city together with the coast.


Kartal Municipality Unimpeded Production Workshop, which continues its activities with the understanding of as “We overcome barriers by producing ”, enables both disabled people and their families to participate in social life and increase the awareness of the society about the disabled people.

Ceramic and craft trainings are provided in Soğanlık and Hürriyet Cultural Centers for the individuals who are mentally disabled or autistic and also completed formal education age, to remove barriers to their participation in social life by being included in the production process; improve hand skills; support the development of cognitive abilities; to support them to have a better psychological state. In the Unimpeded Production Workshop, disabled students receive “personalized” training after being evaluated in terms of their individual capacity, psychological status and interests.

The trainings support the development of vocational skills and social, cultural and economic development of disabled people. In this context, the students paint and decorate waste such as glass bottles, jars, pet bottles and canisters suitable for recycling and turn them into functional new objects such as penholder, vase and sewing box.

The products produced in the Unimpeded Production Workshop are shared with the society through exhibitions that are opened from time to time. Individuals contribute to a more livable environment through their studies and they feel happy to share the products they produce with the society they live in.


With the production of vermicompost, it is aimed to contribute to environmental and public health, to protect our world from agricultural pollution, to produce alternative fertilizer to chemical fertilizers, to convert vegetable and fruit wastes from organic markets and organic kitchen wastes to organic fertilizers with the help of red California worms, Eisenia foetida.

Within the scope of the project carried out with the cooperation of Kartal Municipality and Anatolian High School of Science, the vegetable and fruit wastes in the district markets are collected by the Kartal Municipality and brought to the gardens of the municipal greenhouses and child development centers. Vegetable and fruit wastes accumulated in the specially made Vermicompost production area are converted into fertilizer by Red California worms. Vermikompost, which contains all the enzymes, soil antibiotics, vitamins, growth hormones and humic substances required for plant development, is used in the parks and gardens of Kartal Municipality. Citizens wish to produce fertilizer in their balconies and gardens are given some Red California worm. Vermikompost production can also be done with a suitable container. Thus, domestic vegetable and fruit wastes are evaluated to contribute to the economy.


The goal of the project; to treat the children of Kartal aged between 4-14 years and the disabled individuals who can adapt to the clinical environment up to the age of 20 and to improve their living conditions and quality by monitoring and treating their oral and dental health.

Kartal Municipality Children's Oral and Dental Health Center, which was opened in 2014 in the Esentepe neighborhood of Kartal, provides primary care and dental treatments for children between the ages of 4 and 14 years during the period of mixed dentition, preserving the new permanent teeth and preserving the oral and dental health.

Polyclinic, an x-ray room, treatment and observation room, pedodontics room, sterilization department, psychologist room, children's playground, toilets, waiting room, doctor rest and clothing areas, refectory, administration department, surgery, administrative works room, material room, archives and advisory units are located in our center. In addition to oral and dental health services, psychologist support is also offered at the center. After the oral and dental treatments of all healthy or disabled children, their speech get improved, mouth odors are eliminated, pain is eliminated, chewing functions are treated to ensure that they eat properly and also their aesthetic concerns are eliminated to support them to exist in society as happy, confident and healthy individuals. As a result of our physical facilities, children and parents who come to our center can find the opportunity to meet disabled people in the waiting rooms and socialize with them and this situation helps social cohesion and awareness. Finally, our center contributes to the healthy development of our children with all medical, physical and social opportunities while supporting their social development.

Oral and dental health screenings of all primary and secondary school students in our district held by Kartal Municipality Children Oral and Dental Health Center within the scope of the determined plan and program.


The old building which is located in Kartal district and has historical structure has been tranformed to Fair-Tale Museum by carried out building artchitectural plan, restoration and restitution, to support the cultural and social development of the citizens of Kartal, especially children; contribute to the conscious formation of the concept of museology in society; to develop a useful activity area by improving citizen's knowledge, skills and thoughts.

The museum is curated poet and author Sunay Akın, and consist of his collections that have toys and books of historical value, starting with world tales and extending to Turkish tales and contemporary tales. Besides to being rare each pieces in the museum, attention has been paid to its historical value. In the exhibited pieces there are first or last edition book samples and the first toy samples produced from fairy tale heroes. Kartal Municipality Fairy Tale Museum has been designed by creating specifically book concepts for children to acquire reading habits by traveling among fairy tales.

In the entrance section of the museum, there is the first edition books of the writers who are fairy tales readers and architects of the fairy tales and also is located the statue of Hans Christian Andersen which is a first in Turkey in the library section. In addition, the statue of many fairytale heroes are exhibited in the museum garden. Inside the museum there is a stage for theatrical performances for children, a workshop that can improve their creativity and manual skills. This Project, brings together many components that are vital for a city such as participation in cultural life, urbanism and art consciousness in our district.

The Fairy-Tale Museum, was opened in 2017 and it has a accessible location for citizens. Admission to the museum and all activities are free of charge. On the other hand, the museum has been designed in accordance with disabled access and two disabled lifts have been built in the building where the museum and theater stage are located, and disabled roads have been built around the museum so that disabled citizens can easily visit.


The parcel 207 with the Byzantine remains in Dragos has been declared as 1st Degree Archaeological site by the decision of the V. numbered Regional Board for Protection of Cultural and Natural Assets dated 29.12.2011 and numbered 252. The excavations were started by Kartal Municipality under the supervision of Istanbul Archaeological Museums Directorate on 20.12.2010.

Excavation studies were carried out in three different regions: north, south and west; to the north of the area are the remains of a bath, to the south of the area are the remains of a church, to the west of the area three very strong and well-worked places were identified either the ruins of the palace or summer pavilion. 70% of the structures identified in 207 parcels have been completed, but geo-radar scans in 207 parcels and other side parcels have also revealed the presence of other structures under the ground. It was found that the existing ruins belonged to the Late Roman Early Byzantine period in general and were built between the 4th and 6th centuries and used until the 13th century with various additions, repairs and arrangements.

The Kartal Municipality Archaeological Excavation Area Project, which was initiated with the awareness of protecting the historical and cultural values of Kartal District in 2010, aimed to spread the awareness of urbanism, to create common sharing and living spaces and to ensure the sustainability of memory and historicity of Kartal. For this purpose, Arkeo-park (Open Space Museum) project; the existing ruins are protected as intact and the conservation project including city museum, amphitheater, exhibition house, observation terraces, cafeteria, wc and walking paths are planned to be implemented.

With the implementation of the archaeo-park project, history will be a part of the social life of our citizens. Experience of preserving the historical structures and green spaces on the land, which is the common heritage of humanity, will take its place among the original examples of preserving cultural and natural assets.


Kartal Municipality Elderly Care and Nursing Home building has been renewed on the basis of energy efficiency in order to facilitate the lives of elderly and needy disabled people with the understanding of social municipality, to be with them at every moment of life and to support them. With the cooperation of academic working groups and private sector, Kartal Municipality Elderly Care and Nursing Home, which is equipped with renewable energy sources and various applications, has increased energy efficiency and has technological equipment, is the first public building of our country in this field.

A comprehensive renovation work has been done at Kartal Municipality Elderly Care and Nursing Home. Heat and water insulation have been renewed in the exterior envelop of the building, roof, basement and ground levels. Joinery, silicon facade elements and glasses that do not provide the required heat permeability rates have been replaced with new elements that will contribute to the targeted energy saving rate.

Sprinkler system, compartmentalization approach, fire ladders that meet legal requirements at both ends of the building are controlled by fire scenario automation system. In the building, which has a closed circuit camera system (CCTV) and voice announcing system, the safety of the users is prioritized.

Principle of accessibility is the basis for all spaces in the building that will supply service to disabled, sick and individuals in terminal period as well as healthy individuals. In this context, all doors with unsuitable dimensions and opening directions were renewed in order to provide stretcher entry and movement. In order to ensure indoor air quality in the building, fresh air is provided to reach all places.

The inefficient lighting fixtures of the building have been replaced with LED fixtures and the spaces controlled regularly by motion and daylight sensors are managed by lighting automation (KNX). For similar reasons, all luminaires in wet spaces have been replaced with energy saving photocell luminaires.

The need for hot water in the nursing home building is fully provided in summer time and 70% in winter time by solar collectors. In this context, solar collectors are installed on the roof of the building. Excess hot water is discharged to the indoor and semi-olympic outdoor pools in the requested cases and the water in these pools can be heated to meet the comfort conditions of the users. There is a gray water system in the building for the reuse of domestic water.

The project has adopted the approach of supporting heating and cooling systems with sustainable resources. The system of the building has been shaped so as to carry out heating and cooling operations by utilizing the heat of ground water. All heating and cooling water is collected in a special system called a heat tube in the building, where it is conditioned and distributed to the system. Water source heat pumps are supported by air source heat pumps for emergencies.

In the building that is consisted of 2 basements, 1 ground floor, 5 normal and 1 roof floors;

At the 2nd basement there are shelter, laundry, ironing room, morgue, cleaning room, garbage room, pump room, gray water tank, purified gray water tank, fire water tank, raw water tank, kitchen raw water tank, kitchen purified water tank, purified water tank in building, panel rooms, mechanical room;

At the 1st basement there are doctor's room, kitchen, dishwasher, sauna, dressing rooms, offices, mechanical rooms, tailor, staff refectory, gray water tank, indoor swimming pool, repair workshop, massage room, movie theater;

At the ground floor there are reception, cafe, pre-examination room, automation room, system room, management room, men and women hairdresser, library, private rooms for old people,

At the 1th, 2nd, 3rd, 4th floors there are private rooms for old people, floor services, common areas, warehouse-cleaning room;

At the 5th floor there are private rooms, floor services, prayer room, restaurant, quiet room, hobby rooms, kitchen, meeting room;

At the top floor there is only elevator room.


The aim of the project is to contribute to the economy at the local and national level by identifying the supply and demand in the labor market and bringing the employer and the job seeker together.

Our Kartal Career Center Unit started its operations in July 2019 and provides job opportunities by bringing together the employers and job seekers in our region.

Kartal Career Center, in addition to the benefits it provides to our job seekers, eliminates the cost of advertisements for employers.

Our Unit, which provides benefit to both the job seeker and the employer, is the Social Responsibility Project of the Municipality that contributes to the national economy.

Kartal Career Center Web Site ( has been established, and job seekers create resumes, apply for open job positions, and labor demand is created by the employers. At the same time, open job positions are announced in the portal used within the organization and it is ensured that resumes are digitally recorded to the portal and reported.


The 100% Ecological Market, the first and only ecological market of the Istanbul Anatolian Side, was opened on 20 December 2009 with the protocol signed between our Municipality and Buğday Ecological Life Support Association. In addition to fruit and vegetables, some other certified ecological products such as cotton, pasta, bread, legumes, shampoo, cleaning and textile has been supplied to the citizens by the project that has been implemented to provide ecological products certified by the Ministry of Agriculture and Rural Affairs to the citizens of Kartal and to increase the knowledge and sensitivity of the citizens on ecological products. The Ecological Market, which has a wide range of products, is established on a semi-closed area of approximately 1 acre and there are a total of 200 market stalls in the Market. Ecological product manufacturers and users are brought together in this market.

In the Ecological Market, the ecological market standards of the Buğday Association are applied and regularly audited by the Provincial Directorate of Agriculture, Kartal Municipality and the Association of Buğday Ecological Life Support.

In addition, ecological meetings, life workshops, artistic events and concerts are held throughout the year in the tent which is established in the Ecological Market area and has a heating and cooling system.


In recent years, the number of students entering the library has decreased significantly in our country. Libraries are seen as a study center, and are regarded as the only place to study or prepare for exams by the students. With The Amusing Library For Children, our aim is to break this perception and ensure that children have fun while reading, while having fun recognizing the books of valuable writers.

In this library; there are nearly 6,000 books – which are adviced by the child experts- and also materials such as mind games and toys e.t.c that will contrubute mental development of our children. With the opportunities offered by the amusing library, our children will encounter an environment where they can contribute to their personal development by moving away from the harmful environments and the danger of internet addiction which is one of the biggest problems of our time. In the amusing library, as in our Fairy Tale Museum, it is aimed to carry out workshops for children; to realize literate meetings that writers will attend; also to bring together many children with different activities in the garden of our library in summer time.


The Women's Counseling Center, established by our Municipality, is a structure that provides support to the women who may need help in different areas while strugling against the violence and discrimination that they are exposed to. With the project started in 2011 and still ongoing; Consultancy services are provided to our women with expert staff to solve their psychological, social, legal and economic problems. In addition, our experts provide psychological support to women in order to help them to communicate with their children in a healthy way, to contribute to their development in a positive way and to cope with the problems they faced with.

To explain the legal rights of women exposed to violence and what legal counseling services are provided by our legal counsel in order to redirect them that needs to be done. There is also a playground for children. At the Women Counselling Center, panels and conferences are organized on various topics to inform the women.

Since the day the project was implemented; 13.372 free pcychological sessions have been held by experienced professionals for the 2.351 women and children who were exposed to physical, sexual, psychological and economic violence; also 318 legal counseling and guidance services have been held by our volunteer attorneys, to reduce the destructive effects of violence on individuals and to ensure empowerment of individuals.


Neighboring Communication Center (KIMER) was established in order to carry out the demands, suggestions and complaints of our citizens residing in Kartal in relation to the business and services of our municipality as quickly as possible by using all channels of communication.

Call Center (24/7), Welcoming Center, Coordination Center, Information Center and Mobile Team units operate within the scope of Neighbor Communication Center.

KIMER, which records approximately 500 requests, suggestions and complaints on average in a day, has transformed the service process into an easily reportable format with its special software programs. In this way, it is possible to plan the services and investments in the neighborhoods in order to facilitate the life of our citizens.

KİMER which serves our citizens in Kartal for 7/24, attracts attention as one of the most important example of accessible municipalism.
